In the beginning of his leadership, 8 billion lives were killed. The reason being because he destroyed worlds, and left only one in every galaxy. He even destroyed stars to set a day and night thing around the universe. If you aren't in your houses when it's night, you are currently breaking one of his laws. He even cages the universe so no one escapes.
